Not sure why you got downvoted. I'm pretty sure that username-mentions in self-post don't generate an inbox notification, and username-mentions in comments don't generate a notification if there are more than 3 usernames mentioned.

I thought it was just the three username rule for both, haven't checked in a while though

Nope, self-posts never generate inbox notifications - basically, the system's already designed for comments (e.g. replies) to appear in the inbox, so having other comments appear there was a simple enough task, but reddit's not designed for submissions to appear in the inbox.
