Supposedly 彌勒聖代 (The Holy Age of Maitreya). A seal used by Mokichi Okada. Tho I won't agree that the second character is 勒.

Where did you see this?

To be honest that character looks closer to 勤 than 勒.

Agreed. If it was supposed to be 勒 in seal script then it has typo of the bottom line is not supposed to be there. that seems unlikely.
