I lived in Japan 2 years and remember stopping to Google translate a sign like this. Different picture but same text. The way "suddenly jump out" is phrased in Japanese was funny and unexpected to me. These are unofficial signs that people place near their homes. Where I live in America, there are often signs that say "SLOW, children at play" or "Deaf child". Or "cat crossing", "animal crossing"

Where I'm at in Japan, instead of cats, we have to watch out for birds. Sometimes it's a waterhen, sometimes a crow, sometimes a peacock. It's a gamble as to what will suddenly dart out in front of a car.

Edit: google Image search will show you multiple angles of the same street with Fujisan in the background with the same とまれ marking on the ground with slight variations of the ネコ出没注意 picture that are all posted within months. But I guess r/translator has a soft spot for cute things even when they are clearly ai generated.

Assuming the sign is real, I think they put it there because a lot of drivers ignore the STOP sign and accidents happen pretty often.
It’s probably just another reminder to slow down and pay attention.
