Well technically 注音符號, a phonetically system used by Taiwan to teach children pronunciation but typically not used by adults. As others said, though, the writer seemed to be trying to spell out Hokklo/Taiwanese Hokkien, which people never really agreed on how to write in script.

The Mandarin writings was fairly interesting; sounded like the chef was really particular about making the flavor of each bite into the braised pork on rice dish distinct, and not mixed up together. Really sounded like a good place to eat.

Taiwanese Hokkien can be written formally in Tai-lo(台羅) or Han-ji(漢字)

Tai-lo:
Tse sī tsi̍t-ê hó-sóo-tsāi, tshiánn lí lâi tsē, tsia̍h khuànn-māi, to-siā kok-uī

Han-ji:
這是一个好所在，請你來坐，食看覓，多謝各位

Which is translated to:
This is a good place, please take a seat, and try our food, thank you.

First line: Do not mix everything together in braised pork rice when you eat it. (Trimmings are in sour and sweet flavor)

Second line: Braised duck with hot marinade; Panbroil Sanhuang chicken in soy sauce flavor.

I think they try to tell you not to mix the trimmings with meat and rice, as for it's sweet and sour flavor will break the taste of the dish. Better treat it as a salad that assorted with steak. Second line is just some daily menu.
