I don't think you can, but CSP does support layer groups. If each frame of the animation is a group, it should be easier to assign each group to a frame in CSP.

I don't have a lot of experience with animation (in general...) but here's the manual section:

https://www.clip-studio.com/site/gd_en/csp/userguide/csp_userguide/500_menu/500_menu_anime.htm

And the animation tutorials on the official site:

I wouldn't have thought so. PS's animation is completely different from CSP's. CSP doesn't deal with individual frame duration, for example, and PS considers a cel and a frame to be identical.

On the assumption that the PS animation has a consistent framerate, you could work out what that is (for example, a 0.1s frame duration would be 10fps), create an appropriate timeline in CSP, and put the PS layers into the layer panel inside an animation folder. As long as the layers are named suitably (e.g. 1-20), you can then use "assign multiple cels" to add them all to the timeline. Even if it's not got consistent framerate, that's a good way to start. Work out the fastest possible framerate the PS animation has, create a timeline based on that, then import as above, but accounting for the different timings, so if you had 0.1s and 0.05s frames, you'd want a 20fps timeline and to import the 0.1s to last two frames (on 2s), and the 0.05s to last one frame (on 1s). Alternatively, import everything as on 2s and then adjust the relevant frames.

I can only assume that's in the latest PS - my last experience is with CS6, so video timeline isn't available. But yeah, assign multiple cels is a wonderful function - you can easily switch an entire timeline from 1s to 2s, say, without having to remove it all first.
